		<description>ang aking saloobin dito sa napabalitang pagsingil ng 0.15 porsyento para sa documentary stamp tax sa remittances papuntang pilipinas simula mayo 2008. para saan ba ito, bakit kailangan pa? sino ang tunay na makikinabang? mantakin mo na lang, kung ang isang ofw ay nagreremit ng 10, 000 piso sa pilipinas, kung ibabawas dito ang 0.15 porsyento para sa sinasabing documentary stamp tax. 150 piso ang mapupunta para doon. eh ilang milyong kababayan natin ang nagtatrabaho sa buong mundo? na maaaring ang iba nating kababayan ay mas malaki kinikita sa abroad at pinapadala. isipin niyo na lang kung gaano kalaking pera ang malilikom ng gobyerno dahil sa panukalang ito. bakit, bitin na ba ang iilang nakaupong pulitiko ng gobyerno sa nakukurakot nila kaya gusto pang maki-sawsaw sa kinikitang salapi na para sa ating pamilya sa pilipinas?! Papaano na lang ang ilan nating kababayan na kakarampot na lang ang kinikita? kung ganoon na nga ang kita nila ay babawasan pa. ang laki na nga ng tulong na nagagawa ng dollar remittances ng mga ofw, at ang ginagawa nating sakripisyo para may maitaguyod sa ating mga mahal sa buhay, pagkatapos ay ganito pa ang gagawin nila?! nakakalungkot na lang isipin, na ang parte ng ating pinaghihirapan dito sa ibayong dagat ay may posibilidad na mapunta lamang sa bulsa ng iilan at hindi para sa kapakanan ng mga ofw, sa mga pamilya nila at sa sambayanang pilipino.</description>

&#039;New&#039; tax on remittances old provision

Non-governmental organizations has cleared up the reported additional tax on overseas remittances saying this documentary stamp tax is nothing new.

Center for Migrant Advocacy Executive Director Ellene Sana told abs-cbnNEWS.com she verified the matter with the Bureau of Internal Revenue who said it was an old provision in the law.

&quot;I spoke with Atty. Elenita Quimosin, chief of staff of the BIR deputy commissioner and she said even long ago, the documentary stamp tax (DST) has always been part of the taxes on remittances,&quot; Sana said.

Sana said overseas Filipino workers (OFWs) were probably unaware of Section 181 of RA 8424 (the Comprehensive Tax Reform Act) which says &quot;Upon any acceptance or payment of any bill of exchange or order for the payment of money purporting to be drawn in a foreign country but payable in the Philippines, there shall be collected a documentary stamp tax of Thirty centavos (P0.30) on each Two hundred pesos (P200), or fractional part thereof, of the face value of any such bill of exchange, or order, or the Philippine equivalent to such value, if expressed in foreign currency.&quot;

This amount translates to 0.15 percent of the total amount.

OFWs were already in an uproar because of a reported documentary stamp tax, which in actuality was not new. Furthermore, there were some erroneous reports that the DST amounted to 15 percent of remittances but in actuality was only 0.15 percent.

But even before Sana verified the reports, Filipino community leader in Riyadh, Saudi Arabia, Ronnie Abeto, said &quot;this is actually a hoax email and was created by someone with imagination and plenty of time on his hands.

&quot;Any new tax has to be legislated as an amendment to the Comprehensive Taxation Law which exempts OFWs from paying taxes. If you will check in Senate at Congress website – there is not even one resolution or bill filed or even just a proposal concerning this issue,&quot; Abeto said.</description>

		<description>Hmmm...di pa rin me naniniwala. Wala akong makitang ganitong circular. Pag nagsearch ka sa internet usually nasa blogs lang mababasa. Walang official sources from DFA or any from Phil. government. No news ever from any reliable media sources. 

Taxation is always a political issue maliit man or malaki and tax rate kaya we should at least hear some news that the government (especially Congress kasi sila lang ang pwedeng magsabatas ng kahit anong form of taxation) is deliberating the matter...not in their executive meetings,
but in the plenary.

Kung meron mang ganitong balita, maybe pinag-aaralan palang ng Dept of Finance kung pupuwede. For now, wala pang naglalabas ng official statements. The current administration won&#039;t dare to do that at this moment kung ayaw nilang magkagulo. Lahat ng OFWs sa buong mundo
mag-aalsa. But one thing for sure is that the government is working to ease the burden of OFWs from the appreciating peso by reducing remittance cost to encourage more remittances. Taxation is not their option. 

But I am not saying that this is impossible. There will be attempts to tax the remittances. Maybe not now.</description>
