Pinoys or Pinays may now renew RP driver’s licenses abroad

I’ve scooped something that I believed would be valuable info for Pinoy or Pinay working overseas whom their driver’s license is about expire. This is about the new administrative order issued by Land Transportation Office that Filipinos may now renew their expired Philippines driver’s licenses even if they are overseas.

The Administrative Order No. RIB-2007-011, Series of 2007, signed by Reynaldo Berroya, assistant secretary of the Land Transportation Office, and approved by Undersecretary for Road Transport Annelli Lontoc allows any Filipino who is a holder of authentic Philippine driver’s license at the time of departure from the country and who is presently staying abroad to renew that license.

It amends Administrative Order No. 88-002 dated Nov. 8, 1988, which previously granted such a privilege only to Overseas Filipino Workers. That limitation gave rise to inconveniences encountered by other Filipinos who had been forced to return to the Philippines to renew their driver’s licenses personally.

Records officer III Jossie Borja furnished members of the Filipino communities overseas with certified copies of the new AO.

Section 1 of the new AO provides that the expired license “maybe renewed through a duly authorized representative of the license holder and such renewal manifested by the Official Receipt of Payment will validate the already expired driver’s license.”

The authorized representative is required to present on behalf of the licensee the following documents to the LTO processing officer:

1. Original driver’s license/one photocopy
2. Photocopy of the Philippine passport with visa of licensee.
3. Letter from the licensee to the LTO requesting the renewal and authorizing a representative to renew the license on his/her behalf.

The releasing clerk will stamp the words “LICENSEE ABROAD FOR PHOTOTAKE

WITHIN 30 DAYS UPON ARRIVAL” at the right side portion of the Driver’s License Receipt. The License Section/District Office/Licensing Center will keep on file all the documents submitted until such time that the licensee appears at the LTO office for photograph taking.

The licensee “shall present himself/herself within thirty (30) days upon arrival to the same office where the renewal was made for photograph taking” and present his original DLR, original passport, submit a valid drug test result, medical certificate, and surrender the expired driver’s license. In case the original DLR was lost, a duly notarized affidavit of lost DLR is required.

Additionally, the licensee is required to pay a penalty for the expired license:

Expired for less than one year – P40 for professional license, P30, non-professional; expired for one year to less than two years – P80 professional, P60 non-professional; expired for two years and more, but not subject for re-examination – P120 professional, P90 non-professional. It is not indicated what entail a requirement for re-examination.

For applicants within the National Capital Region (NCR), only the license section of the Central Office may accept such renewals where a fast lane for the processing of licenses of foreigners and OFWs is also available. Applicants outside NCR may renew at any field office at the option of the representative.
